Today, Pittsburgh City Council gave final approval to Councilman Bill Peduto’s legislation to create the Stimulus Oversight and Reinvestment in New Growth (SOARING) Commission. This commission will oversee the spending of money that Pittsburgh will receive from the American Recovery and Reinvestment Act.
