Today, Pittsburgh City Council voted unanimously to give preliminary approval to the creation of the Stimulus Oversight and Reinvestment in New Growth (SOARING) Commission.  This commission, introduced by Councilman Bill Peduto, would oversee the spending of the federal funds the Pittsburgh will receive through the American Recovery and Reinvestment Act.
